I am wondering if there is a free option for handling requests (without service desk). We currently use JIRA Cloud. We would like to have a link that other teams can go to without sending them to our specific JIRA Project to create tickets there. We would like this to be a scalable solution that we can roll out to other teams in our organization. Issue collector doesn't quite fit our needs from what we can see.
I assume you have considered creating issues by email? Where you can share an email address with non-Jira users that they can use to submit requests.

Why is it a problem for other teams to go directly to your Jira project to create issues?
How is Issue Collector an inadequate solution?
