I am JIRA administrator. Looking for option to provide access to external customers without providing JIRA licence for customer organisation users to view,create,edit my organisation JIRA tickets

Hi Kedar - Welcome to the Atlassian Community!

No, that is not possible unless you have less than 10 users and you are using a Free account. Otherwise, all users who are making changes must have a license.
