Forward mail rule don't allow to open a ticket

Hello I have an email test@test.com and I configure like email handler, if I send an email the issue is open.

 

Now I set an outlook rule where test-test@test.com  "forward like attachment" the email to test@test.com that i set always like mail handler. But I saw that email correctly arrive but no one issue is opened.

 

Can you help me to understand why ?I would like open ticket via mail with this outlook rule
