Forms Permission - Work Management

Hello community, good morning!

In the document for sharing Work Management forms, it is not very clear whether unlicensed users can access these forms, I don't know if it is some permission in my project but I would like to confirm and configure it.

Because I created a form in Work Management and I will send the link to users who do not have a Jira Software or Jira Service Management license.

Could you please advise whether it is possible for these users to configure access to the Construction Management forms?

It is stated in this document that the users must be licensed users to access and use the forms.
