First issue in search would be assigned to current user automatically.

Steps to reproduce:

  1. Click Issues -> earch for Issues
  2. Then press " i " on the keyboard.
  3. The first issue in the list would be assigned the current user.

Does it by design or a bug?

In Jira Software, the behavior you described where the first issue in a search result is automatically assigned to the current user is not a bug. This is by design and is a feature of Jira's search functionality.

The reasoning behind this feature is to allow users to quickly find and work on issues that they are responsible for. By automatically assigning the first issue to the current user, Jira is making it easier for them to see what issues they need to address without having to manually sort through the search results.
