In Jira Cloud, the Reporter field is a system field, which makes it slightly more rigid than custom fields. By default, any user with the "Browse Projects" permission can be selected as a Reporter. 

The most direct way to limit the selectable users is to restrict the Create Issues permission.

No, you are wrong because in my project permission scheme, only agents are allowed to "View Projects" and "Create Tasks" features.
