Fields always show even with no values

How do we set one custom field always show with empty values on view issue screen.

You don't.  An empty custom field will not be displayed on the issue view.

You can force it by making the field mandatory (and if it's a select type field, allowing an option of " " or something equally empty-looking), but you'll then have the problem that the field will always have data (and hence searches like "is empty" will fail and you'll get inaccurate numbers from reports)

There may be something, but I've never stumbled across anything because my users prefer the lack of clutter.
