Field Level Restriction without third party apps

I have a field name called Due date in my work item. If I create a work item without adding Due date value, everyone should have access to edit that field in the project. If I create a work item with Due date value after that, only one person can able to edit the value(date). How can I achieve it.

Jira has no field permissions.

Permissions are set on project level.
