This usually happens because being added to a Service Desk doesn’t automatically give a user the permissions needed to be a Project Lead. Make sure the engineer is added as a project user (not just a customer), has the Project Administrator permission, and is an active, licensed Jira user. Once those permissions are in place, assigning them as Project Lead from Project Settings should work normally.
