Seems all external users now moved under managed directory. i invited few external accounts. given we use SSO for our internal manage accounts, do i need to add those external accounts to my SSO AD groups?

No, you do not need to add your external users to your SSO, but you should consider setting up an external user security policy in Guard, https://support.atlassian.com/security-and-access-policies/docs/what-is-an-external-user-security-policy/
