External Data field showing at the bottom of JIRA Form

We're using External Data for Jira Fields in one of our Project (Form).

It was showing at the top of the Jira Form for awhile (we didn't use any additional Add-Ons) and now it's at the bottom. 

I've removed all the custom fields and added it one-by-one but External Data (Search for user) is still at the bottom.

Hi ! I can't help you with this topic because I'm trying myself to get my external data fields to show up in the Form. 

Is there any specific stuff you had to do in order to achieve this?
