Extended voting for on-demand service

Do you have any plugisn for the on-demand service that extend the current voting and allow distribution of votes to groups of users - to support perhaps a VIP vote, and to help prioritize and favor the order in which issues (JIRA) or stories (Agile) are processed?

This is a typical stakeholder driven capability approach to improvement.

Nothing which achieves this is possible on OnDemand AFAIK . I can think of achieving this partially by deploying a local application/website which connects to REST interfaces of JIRA and GreenHopper to achieve the voting rules and auto prioritization of the backlog.
