Export excel jira property

Hi 

I was used to have a button to export to excel from filter, but now this button has disappears

Method 3: Performing a JIRA Export to Excel by enabling the Excel Option

I found that this button is appearing when this property is set to true "jira.export.excel.enabled=true" but I can't find the place to set it.

Am I right? Can you suggest me something? Thanks
