Explanatory tool-tip and help icon missing for Priority field

Hi,

I would like to setup following for Priority Filed

• Tooltip to explain the priority selection. Ideally it should show the description text defined for each priority
• Help icon should be displayed along side of Priority filed. So that a link (share point/wiki page) can be configured
