I am trying to change the email address on my account. I stupidly setup a new account with the new email address. When I realised what I've done and deleted that new account I tried to change my email on the actual proper account with all the history and ticket associations that I want and it says I cannot change my address because another account it using it.
My question is, how long does it take for proper actual deletion to complete and is there any way I can expedite it to immediately!

As a safety measure to rescue people from accidentally deleting their account when they didn't want to do so, there is a 14 day grace period to keep your account floating around so it can be saved if necessary:
I am not sure if you can speed up the process based on your story, but if it is possible, I am quite sure you would need direct assistance from Atlassian support for this. I would suggest raising a support ticket for it through https://support.atlassian.com/contact/#/
