Please try revoking the invitation and resending it.
On their computer, clear the browser cache or open an incognito window and try again to accept the invitation.
If still no success, contact Atlassian Support.

Are other users experiencing this issue as well? I’ve seen it resolve on its own in the past. If the user already has an account, can they try logging in directly using the URL and their credentials?

Hi @IT Bandar , thanks for your post. I came here to say something like @Carlos Garcia Navarro , can you get the user to try logging in to something like start.atlassian.com and see if they manage? It seems, like you say, that the Atlassian ID is valid but there is some unavailability of the specific site they are trying to login to.
If all else fails, as @Gor Greyan suggests, it is probably something to raise with the service desk.
