Error trying to Add Issues to Board

We keep getting an error when trying to add new issues to our Jira board:

No matter which user or how many refreshes this persists. Any ideas / options?

Thanks Mohanraj, we have "Schedule Issue" allowed for Admin and All Logged in Users.

Any other ideas?  All users and Admin are unable to create issues on this board.

Thanks, noticed the following logs from my end.

"assignee":"Field 'assignee' cannot be set. It is not on the appropriate screen, or unknown.

Try to add the assignee user while creating the user and check the status.
