Error occurred while creating bean with name: jiraSoftwarePluginComponentFactory

We are running Jira Software using the official Docker image at v8.5.2 in a Docker Swarm with a separate PG database. After an unexpected restart the other day, all our boards are missing and other plugins are not showing up. After looking in the logs I found this message:
JIRA-Bootstrap WARN [c.a.s.core.lifecycle.DefaultLifecycleManager] Error occurred while creating bean with name: jiraSoftwarePluginComponentFactory
This error persists on a restart. No further log information is available.
Please can somebody help?
