I am fairly new to the product and I have an epic created in a project that needs to reference another epic in another project. The goal is to be able to have consolidated metrics in a dashboard, timeline etc. in my project. There will be potentially many other project epics like this that my team requires visibility to.

I see that the tags on your post indicate you are using the Standard subscription plan for Jira. Is that accurate?
If so, with that plan the native Timeline feature is not capable of showing information from multiple Jira Projects. The Timeline feature is limited to showing information from only one project per Timeline, and the Timeline is associated with an Agile Board that defines the issues to include in the Timeline. If you need cross-Project Timeline capabilities you would need to consider a third party app or upgrading to the Premium subscription to get the Advance Roadmap Plans functionality. This document talks about the AR Plans functionality:
In what manner is you Epic "referencing" another Epic? Have you created a generic issue link between the two Epics? Can you provide any screen images to help illustrate how one Epic references another?
Can you expand on your need for visibility into Epics in other Projects? What exactly do you need to know about those Epics?
