Atlassian Identity is Atlassian’s centralized authentication and user management system. Enabling Atlassian Identity for Jira Align means that users will authenticate using Atlassian accounts. Looking for more information on this.

I guess you are refering to Atlassian Guard, a tool that allows:
User provisioning using SCIM
Single sign-on using SAML
Security policies
