Email replacement

We are going from Jira 7.4 to 8.21 and were using email pf to send out notifications when we update software. We believe this might be built in but we need to find this information.

Here are the steps you can take

• Add an announcement banner in Jira Software UI
• Use the send email feature in Jira for the groups in Jira
