I suspect you are a Jira user and have received this message in a notification email from Jira?
If so, this means that your Jira admin has most probably installed our S/Notify Email Encryption app, but your encryption key or certificate required to encrypt your email notifications cannot be found. The email should tell you if you can upload your key yourself and/or contact your Jira admin to resolve the issue.
