Edit issue layouts to be the same throughout projects

I want to set a standard template of issue layouts throughout my instance of Jira. Can i set it so users have the same core details to enter for every issue they add to their project?

Yes, you can. You need to use the same screen scheme across your projects. More details in this documentation.
