Each and everytime I open JIRA, its shows JIRA Startup Failed, JIRA has been locked.

This think is being happened after I developed and install a plugin.

Tthe message being show, when I open JIRA...

JIRA Startup Failed

You cannot access JIRA at present. Look at the table below to identify the reasons

Description

The following plugins are required by JIRA, but have not been started:

Look at the log file - that will tell you why it's not starting all the plugins.

Two main culprits to look for though - invalid version of Java (should be 1.6) or having anti-virus software actively scanning the Jira directories (I've only seen this be a problem on Windows servers). Have a look through https://confluence.atlassian.com/display/JIRAKB/JIRA+does+not+Start+Due+to+Disabled+Bundled+Plugin as well
