Buongiorno, che voi sappiate dove posso vedere e modificare le etichette presenti nei miei progetti? le aggiungo facilmente, ma se le volessi eliminare/modificare? è possibile vincolarle?

le label sono project indipendent e non possono essere legate ad un progetto specifico.
Quando si crea una label, questa diviene disponibile per tutti i progetti. Ovviamente puoi cancellarla/modificarla per una singola issue (il campo label deve essere ovviamente nell'edit screen).
Se hai necessità di creare delle etichette per progetto puoi :
definire una multi select list field con dei valori precaricariti su base del progetto
