I just went through the CSV import process and did not see the email check box. I know this comment "Send emails for this update" is on the 3rd page of Bulk Change.

I believe this JIRA support ticket confirms it.

Sorry, I misunderstood what your were asking. Using the workaround on that issue will likely be your best option for now.

When you go through the Import Wizard, there should be a Check Box option that will allow you to turn off Email Notifications when they're imported.
