I understand that when you navigate to a page such as https://admin.atlassian.com you see two organizations with the same name. This most commonly happens because a previous Atlassian Cloud site with the same name has been deleted. When an Atlassian Cloud site is deleted, the organization associated with that site is not automatically deleted.
I took a closer look at the URL of your cloud site, and I can see that it there has been at least 1 other site by that name in the past that has been deleted.
By default, when you create a new Cloud site, the organization name will default to the same name as the site.
There are two ways to deal with this:
1) rename one of organizations
2) Delete one of the organizations
Only organization admin can do either of these. Any org admin can rename their org. However in order to delete an org, there can't be any active sites associated with that org, nor can there be any claimed domains, or other configurations set in that org.
As for how to determine which is which, if you hover over the select button for each, you should see a URL in the statusbar (if your browser offers that) that contains a 32 character (plus 4 hypens) string. This string is a unique organization id that doesn't change even in the organization's name does. In your case, your org with the id of 00441769-1b90-19ba-7jc0-dcj23bb872jd doesn't have a site associated to it, so you should be able to delete that organization.
Try that, and let me know if that helps.

I have had the same problem except what happened was that I added Jira and Bitbucket to what I thought was the same organization under the same account and silently created a "new" organization with the same name. This shouldn't be possible yet it is, and this creates so much insane administrative circle-jerking it blows my mind how anyone can deal with this. I was using GitHub just fine but then my account was suspended with no explanation so now I'm having to reinvent the wheel, but instead of just being able to use the product I'm stuck in this solo Administrative-IT loop where I have to go in and sort out how to move an app from one "organization" to another. This is crazy. Someone needs to wake up over there and fix this. You're a public company. This should be an embarassing level of UX failure. If I go straight into your UX flow and this happens that is a defect.
