Don't find the Allowlist

Below is what I learned from help pages on how to whitelist a URL, but I don't see the Allowlist under Security section. Wondering what is going wrong. Any help is much appreciated.

The Gearbutton->System->Security->Whitelist (missing)

Note: We are using the cloud hosted Jira service.

You have said you are on "standard", which doesn't have IP Whitelisting. It's only available to Premium and Enterprise customers.
