Does the microsoft teams jira server bot work?

I've been trying to get the bot working in microsoft teams but it isn't responding. I've managed to get webhooks setup in jira so a notification shows in teams when a new issue is created, I want to be able to assign that issue to a person but whenever I try to configure the bot I just get "unable to connect to app" or if I chat with it then I can't get a response.
