I want others not within my company to have access to my Jira project board. Is this available under the Jira Free Plan or do I have to purchase the Standard Plan to enable this? Thanks in advance for your response.

Welcome to the Atlassian community.
You can grant access to your Jira product to up to 10 users on the Jira Free plan. It does not matter what the users' email addresses are.
Note that in the Free plan you cannot customize permissions, though. When you grant a user access to your Jira product they become the equivalent of project administrators for all projects in the site, as documented here:
