When I look at a Next Gen backlog or epic, I can drag the listed issues up and down to change their order. Does this change the order for anyone who looks at the page or only for me?

I believe the Backlog view will display for all users. So if you're "rearranging" the order, that will display the same way for other users who have access to view the backlog as well.
