Does it count towards a rule's execution count if the rule is triggered but its conditions aren't satisfied and therefore no actions result?

Here is the doc you can understand on how it is limited based on your plan

You can view the usage in your instance in System Settings --> Global Automation --> Usage

if I make this into a single project rule and just re-create it in all my projects, the rule execution limit will not apply.

Yes go with the above, as the Global rules have limit (which you will be able to see the usage section)

Even when the Automation is triggered, it counts towards the rule execution
