Does every user need to have the independent paid account for the project management?
Our company wants to have 30ish users for the project management module.
Do they need to have the paid account? or can they access to the documents and board with free account?

What are you referring to as the Project Management module? Can you provide a screen image to help illustrate what you mean?
What is your idea about alternatives to each user being allocated an independent paid license? Are you asking about multiple people sharing one login for the product?
Generally each person that you want to access information in your Jira will need to have their own login and be allocated a Jira license.
The cost of the license is paid by the company that subscribes to the Jira product, not by the individual user.

For example, if 50users need access on the project board, only 10users needs document uploading function with storage.
In this case, do we need to pay for 50users or Just 10 users and other 40 free users?
Also I have another question about the function on using the board.
Is it possible to create column not by status (To do, In progress, Done) but by the title of each project phase?

Jira is not a document storage tool. It is a work tracking tool. You can attach documents to work items (issues) in Jira, but you can't upload documents without attaching them to issues. If you need a document management and collaboration tool you may want to instead look at Confluence.
The bottom line, I think, is if you want to enable a user to log into Jira to access any of the functionality, they need to have a license.
It is possible to grant public, anonymous access in some cases, but I can't tell if that applies without understanding the specific functionality you want to enable.
