An update has my users upset again. In my making sure they can continue to make bulk changes, I noticed its no longer in the Permissions schemes.

I see Make Bulk Changes as a Global Permission in Jira.

Maybe your user was dropped from a group(s) who have permission, @admin?

There it is! Thanks people. I really thought it was in the permission schemes, and with the sudden updates setting off my users I was backpedaling too fast to think about it!
