Does a JIRA user get notified when another user puts in an issue link into the user's ticket?

E.g. On a ticket of which A is the assignee/reporter, B puts in an issue link. Does A get a notification e-mail which tells A that B has put in an issue link into the ticket?

No and I seriously doubt that this feature will be implemented (ever). See https://jira.atlassian.com/browse/JRASERVER-8505... it has been under consideration for 13 years :)

They took a step forward a couple of versions back - 2 years ago, linking an issue fired no events.  It now does fire events.  But there's still no notification you can enable for those events.

It does enable you to use code or scripting though.  There are several apps that let you send custom emails when events happen.  Now we at least have the events being fired, we can use those apps to send the email over.  I think JETI, Automation and Power Scripts can do it, and I know Script Runner can.
