Does Tempo Team Timesheet Gadget require timesheet approver permission?

Trying to get a Tempo Team Timesheet gadget working in a dashboard.
- Added a permission role to a team X, called Viewer.
- Gave that role the View team worklogs permission.
- Added a person Y to the role.
- Added the gadget to the dashboard and selected team X
- I am able to view the results but person Y was not able to view any results.
- Next added the Approve timesheets permission to the Viewer role.
- Now person Y is able to view timesheets in the dashboard.
I clearly don't want to give a viewer approve timesheets permission!
What am I doing wrong?
