Yes, Scriptrunner is compatible with Jira Service Management, as you can see on the marketplace listing. The question about limitations is pretty hard to answer without knowing what you plan to do. The limits of third-party apps are usually quite clearly drawn by the cloud platform. If you've been using any Jira on Server or Datacenter before, there are some differences. Maybe you start going through the documentation to get a feel for its capabilities.
