Does Jira Software Data Center have a Visual Editor for Issue Layouts?

Does Jira Software Data Center have a visual editing capabilities for issue layouts for the Create, Edit, and View screens for each issue type? It's not clear how dragging and dropping one field above another field on the Issue View screen translates to the visual representation on the screen itself without exiting the Issue View and looking at the screen to see the impact of a change.

No, it doesn't. Data Center relies on the screen design you refer to to add, remove and reorder fields, afaik.
