Does JIRA v7.1.0 offer bilingual skins?

Hi,

I wish to create a project, a requirement of which is that users can use JIRA in 1 of 2 languages? Is it possible to do this and if so how?

Not by project, but Jira does support language by user. A user can go into their profile and select a language they prefer to read the interface in.
