Maybe.  The terms are too narrow and jargonised for most of us to know or care (You could be asking if JIRA Cloud could snarfwangle the boogleflips for all most of us know).

This is probably something you need to evaluate for yourself.

It primarily has to do with using US based servers for hosting cloud services. There are a few other requirements, but that is the big one. If you work on DoD projects this typically a requirement. Otherwise, self hosting would be a necessity.
