Does JIRA 7 make custom headers and footer easier?

In JIRA 6 I had to modify files in the web application.  However, it would be nice to do this in the admin screen (like Confluence).  Does JIRA 7 improve upon this?  I need to put disclaimer banners on each page.  Thanks!

No change - JIRA is about the issues, not the display of content.

If you need banners though, I'm wondering why the announcement banner can't be used?
