I currently use ServiceNow's Service Catalog for employees to request access to systems, shares, etc. There are many approval workflows for specific requests that would require review and approval before an administrator can provision the requested access.
Does Atlassian have a product that can provide this?

Jira Service Desk has this kind of feature as you can see here. It is used by many customers to provide a Service Portal where users can choose the type of request they have and create a ticket with approval, workflow etc.
