Thank you, wonder if there is any workaround where users can comment while voting a task/story to yes or no. Its more like provide reason why they want to vote for it or not? Any free plugins to customize JIRA fields or create new custom field for above usecase?

Votes and comments are totally separate functions.

I'm not aware of add-ons that do this.
