Do not see option to install an app in Atlassian Marketplace

I am attempting to install a specific application. When I go to "Manage Apps" in the Atlassian Marketplace, I only see an option to "Request" an app. I do not see the option to install an app. What role must I have to install an application?  Is there any other configuration that I need?

Alternatively, I do not see an option to manually upload an app under "Manage Apps".  Where is this option found?

Site-admins tells me that you are on a Cloud, not Server/DC, Jira systems.

You do not upload apps to Jira Cloud, you go through the app entry in the marketplace to get the one you want connected to Cloud (or "build your own" from the manage apps page).

Good assessment. We were on a cloud instance but then imported cloud data to local server installation.  That is probably why site-admins exist.  I am indeed on server installation though.

Ok, then yes, you need to be a system administrator (broadly, the line between system and jira admin is that the system admin can do structural things that totally change how it all works)

Thanks. Site-Admin privilege is able to install apps.

Only a Jira admin will have the ability to install apps.  If you are not a Jira admin you can request that an app be installed and the Jira admin will be notified of your request.

I have the following permissions: jira-administrators, site-admins, administrators. Is there another permission I need?

Do I need system-administrator permissions? Minimally, I would like to be able to upload a new application.
