Hi @Sandra Carrillo - The permission that grants issue creation (Create Issues) is project-wide based upon the assigned permission scheme. As an alternative, you could do the following:
Remove the issue type from the project issue type scheme
Create a new project and issue type scheme for the locked down issue type
Set Create/Edit/View rights to the new project accordingly
Update your board filter to include the new project so that all issues appear together
