Do inactive users absorb a license count?

This question is in reference to Atlassian Documentation: Invite, edit, and remove users

I have inactive users.  Do they take up a license?  They

That depends upon your definition of inactive. By inactive, do you mean those who simply have not used the tool in a while or do you mean those IDs that have been deactivated? The former uses a license, the latter does not.
