Do I need to buy 2 licenses for same person in two individual site

We have a site created for IT helpdesk and now we are going to create one more site for HR service.

but we found some users are existed in IT site and HR site and those users were charged for Jira service management license twice. 

how can fix the double billing? Thank you!

Hi @Kenny Pun 

You need to give a license for each site (.atlassian.net). Because these are different Jira applications.

It is possible to handle IT Helpdesk and HR service projects in same Jira. Then one license will be enough.
