Disable bulk export in Jira cloud

Hello, I use the free version of Jira cloud (with less than 10 users currently in my setup). I would like a way to disable the export button on the issues page for a group (or all) users. Disabling the API call isn't required - just want to disable from the UI. 

I have tried the announcement banner approach, but that didn't work for me. I also installed ScriptRunner but didn't understand how to use it. 

Any ideas on how I can achieve the result without having to pay 30$ a month for Atlassian governance?

Other than that I have not found any references for ways to disable issue export in Jira Cloud either natively or with a third party app.
