Disable automatic creation of comments when attaching a picture

When I attach a picture to an issue in JIRA, the comment with this picture is automatically created.

How can I turn it off?

Just for us to better understand and help you with this issue, I would like to make some questions:
Are you using Jira Server or Cloud?
What is the type of project (Service Desk, Software, Business)?
If it's Server, what is the version?
If it's Cloud, is it a next-gen or classic project? Is it happening on Issues and Filters, Queue or Boards?

Sorry for all the questions, but for us to replicate the issue here, we need that information.
