What is the function(Significance) difference between confluence and JIRA?

Jira is an issue tracker
Confluence is for writing and publishing text (documentation for example) online. It used to be a "wiki", but some of the users would argue with that now.

Why are these applications benign? We are using Confluence for a wiki, but, we are also using the Roadmap function. Tying the product roadmap to jira, seems logical to include into both products. I am seriously scratching my head why we picked JIRA and Confluence. Seems like we are setting ourselves with a product that will cause us problems.
